Martin Crane, MD — Massachusetts
Candidate for Chair-elect

For nearly four years I have had the distinct honor, privilege and great pleasure of serving the FSMB as a member of the board of directors and, most recently, the Executive and Governance Committees of the board. I believe that my experience, leadership skills, enthusiasm and deep commitment to the mission of the FSMB have helped to contribute to the success of our organization. I know how to listen and participate in finding solutions that work for everyone. I would very much like to continue to work for the FSMB and its member Boards, and so offer myself as a candidate for chair-elect.

The over-arching mission of each state medical board is patient protection and improvement in health care quality for all. The primary role of the FSMB must be to strongly support this vital work. Such support should include enhanced FSMB data collection and analysis programs to provide member boards with information about other state medical boards as well as national and international activities and initiatives. Moreover, by being an expanded clearinghouse of information, the FSMB can better represent member boards and can enhance its reputation as an active, informed and respected player in any forum about health care quality and patient safety.

The FSMB should be an invaluable resource in making and keeping state boards well funded, statutorily strong and supportive of each other. Active collaboration between member boards and the FSMB can help expand the capacity of each state board to regulate and thoughtfully pursue new policies. Working together, we can advance an agenda of competency-based licensure, physician accountability, health care quality improvement and patient safety. Also, the FSMB must continue to use its considerable resources and leadership to bring together diverse stakeholders, such as national and state governments, communities of organized medicine, national health care quality organizations, the media and especially the public to advance the ongoing dialogue about physician and other health care provider practice and the future of health care in general.

Freda McKissic Bush, M.D.,FACOG — Mississippi
Candidate for Treasurer

As treasurer of the FSMB, I would continue to serve on the board of directors. The FSMB’s mission of continual improvement in the quality, safety and integrity of health care is consistent with my life’s passion.

My career in health care began 40 years ago as a registered nurse with a desire to improve women’s health. That desire and the thirst for more knowledge and understanding of the process led me into nurse-midwifery. I thoroughly enjoyed delivering babies. As a certified nurse midwife (CNM), I collaborated with the physician in managing the care of the mothers. It was desire, determination and destiny that caused me to go on through with the decision to become a doctor. As a physician, I have been given more opportunities to serve women and the community. I have therefore felt a responsibility to give back to the profession that has afforded me such wonderful opportunities. I have become actively involved in regulating and testing standards for the profession and active in the house of medicine through medical societies.

My personal and professional background and experiences, makes me qualified and suitable to be useful to the FSMB as treasurer, ensuring the effective management of the financial resources. I am involved in current developments regarding the budget as a member of the Executive Committee and serve on the Investment Committee of the board. My background in business as a co-owner and manager of a private company with millions of dollars in assets and 50 employees gives me insight that has been valuable both to my state board and to the FSMB. While serving on the board I worked with FSMB staff, lobbying consultants and congressmen to successfully secure funding for the multi-state license portability demonstration project.

The past five years on the board, I served well with the other board members and the president in a mutually respectful manner. Being on the board I traveled to various member state medical boards for site visits. I heard first hand of your concerns for the work of the FSMB and your needs. I am known as a person of integrity and would not compromise that reputation—nor the reputation of the FSMB. It would be an honor to be re-elected to the board of directors as your treasurer.

Habib Bhutta, MD, FACS — Maryland
Candidate for Board of Directors

I got my first license to practice medicine in 1977 in Saint Louis, Mo. After completing a surgical residency in 1978, l started a practice in a small town in Missouri, called Bonnetere. Enthusiastic to raise the standards of health care, I moved to a Washington, D.C. suburb in 1980 and joined Laurel Regional Hospital, in Laurel, Md. In 1986, I was elected chairman, Department of Surgery. I have been involved with every aspect of patient care, serving on a number of committees, including chairman of the Credentials Committee and chairman of the Utilization Review Committee. In 2004, I was invited to serve as a member of the board of directors of Laurel Regional Hospital, in Laurel, Md.

In 2003 1 was appointed to the newly formed Maryland Board of Physicians. I chaired the Governance Committee to formulate the policies and streamline the election process for the board. During the first election 1 was elected as vice chairman of the board in 2004. I served as a member of the licensing committee and currently 1 am serving on the Investigation Review Panel.

I have a keen interest in the FSMB and within two months of my appointment to the Maryland Board of Physicians, 1 attended the very first meeting of the FSMB. Since then I have regularly been attending every Annual Meeting. In 2007, 1 was appointed to the FSMB Bylaws Committee, and I am looking forward to serving as a member of the board of directors of the FSMB.

Most of my life I have been successful, and my passion is to give back to the community. In 2005, I volunteered for two weeks in helping earthquake victims serving as a surgeon for a MASH unit set up in Kashmir by U.S. military. As a member of the board of directors, I will be bringing broad knowledge and vast experience of diverse nature to the FSMB; to protect the public and create a high standard of health care.

Robin Hunter Buskey, MPAS, PA-C — North Carolina
Candidate for Board of Directors

I am a candidate for re-election to the FSMB board of directors. I serve as Commander Robin Hunter Buskey on active duty with the United States Public Health Service Commissioned Corps, rank O5, as a physician assistant. I am assigned to the Department of Justice, Bureau of Prisons at the Federal Medical Center in Butner, N.C. In addition to primary care patient responsibilities, I serve as a Diabetes Specialist providing leadership for diabetes treatment and education initiatives for the inmate population and staff. Prior to moving to North Carolina, I worked for several institutions in New York, including Sound Shore Medical Center, Gurwin Jewish Geriatric Center and Montefiore Medical Center. I also practiced as a physical therapist. I have more than 27 years of clinical experience including geriatrics, internal medicine, emergency medicine, substance abuse, and OB/GYN.

My undergraduate education includes having earned two Bachelor of Science degrees from Stony Brook University and a Master of Physician Assistant Studies from the University of Nebraska. My involvement in the leadership of the physician assistant profession began in 1983. I served in many roles including president of the New York State Society of Physician Assistants, president of the American Academy of Physician Assistants (AAPA), Physician Assistant Foundation and I am currently president of the AAPA U.S. Public Health Service Academy.

For three years I served on the board of directors of the FSMB and seek re-election. I served for six years on the North Carolina Medical Board and for nine years on the New York Board for Professional Medical Conduct; one of two non physician FSMB fellow members who served on more than one medical board. I was recently appointed by the North Carolina governor to the Institute of Medicine for a five-year term.

The FSMB proudly works to achieve success in meeting its mission “continual improvement in the quality, safety and integrity of health care through the development and promotion of high standards for physician licensure and practice.” I take my role as board member very seriously. Together we work to address current and anticipated challenges in promoting health and safety with high standards for public protection. I believe that I am prepared to bring my experiences, dedication and sound perspective to the board and am honored for your support of my ability to serve.

Galicano F. Inguito, Jr., MD, MBA, CPE, FAAFP — Delaware
Candidate for Board of Directors

My experiences with medical licensure began in 2001 when I was appointed to the Delaware Board of Medical Practice. Subsequently I was elected and served as vice president from 2006-2007.

It has been an honor and a privilege to serve on my state licensing board and serve on the FSMB Nominating Committee (2005-2007), the Special Committee for the Evaluation of Undergraduate Medical Education and the United States Medical Licensing Examination (USMLE) Step 3 Committee.

I graduated from Jefferson Medical College and completed my residency in family medicine at Eastern Virginia School of Medicine - Ghent Family Practice. I am the associate residency program director in Family Medicine at St. Francis Hospital in Wilmington, Del. In addition to my teaching responsibilities, I maintain an active clinical practice that includes pediatrics, geriatrics and obstetrics. As an educator of Family Medicine residents, I am committed to teaching and being a role model to future family physicians who will be practicing in Delaware, as well as in other states. I am committed to promoting and maintaining high standards of performance and a commitment to continuous quality improvement. I completed a Master of Business Administration in 2002. I would like to utilize my clinical and business knowledge to further meet the challenges of the FSMB.

I would very much like to use my experiences to look out for the best interests of the FSMB and its state medical boards. You will find me accessible and interested in all viewpoints. My willingness to listen and to work within the FSMB’s structure will allow me to be an effective member of the board of directors. New concerns mandate creative solutions, and I am willing to invest the time and energy to serve.

It is with great anticipation that I am running for the FSMB board of directors. I have the desire, the ability and the commitment to serve the FSMB on the board of directors. My qualifications are broad and strong, which will allow me to function well within a system that is focused on licensure, discipline and protection of the public. I look forward to meeting and talking with you in San Antonio, Texas.

TULLY C. PATROWICZ, M.S., M.D. — Florida Medical
Candidate for Board of Directors

The FSMB plays a key and unique role as the sole umbrella organization for all state medical boards within the United States and its territories. It is a vital resource for continuity, consistency, cooperation and key stakeholder collaboration between and for its 70 member state medical, osteopathic and composite boards. Although it has no legal authority (nor should it have) over each individual state board, it has the powerful benefit of being able to provide an overview of national and international trends within its purview of medical regulation. It has and does exert enormous influence on all of its member boards through research, development of policy and advocacy on issues that confront its members. As a current member of the board of directors I am seeking re-election as I am committed to these principles and the ongoing need for these essential functions of the FSMB.

My qualifications for the position include my past three years on our FSMB board of directors and as a second term member of a board of medicine (Florida), I was an FSMB delegate for the three years prior to being elected to the FSMB board. Over many years I have been politically and civically active statewide, nationally and internationally in medicine, education and the cultural arts. All that I undertake is carried out with serious commitment. Maintaining an open mind in our rapidly evolving profession is, in my opinion, an essential attribute for effective leadership. It can be safely said that in the almost 100-year history of the FSMB we have never had the onslaught of so many challenges from so many sources. Clearly our U.S. health care system is and will continue to be carefully scrutinized by many for the foreseeable future. There is a considerable risk involved as our health care system as we now know it undergoes an unpredictable evolution. What changes will be implemented and what the impact will be is an unknown. Many health care plans are being bantered about. We as physician regulators want to ensure that our health care system, which works well for so many but not for all, is not replaced by turmoil or travesty. The medical regulatory, assessment and education communities need thoughtful, dedicated and persevering leadership to ensure that the public is being best served with the highest quality health care while being protected from adverse public and private health care policy. If re-elected to the FSMB board of directors, I am prepared and will be honored to meet these imminent challenges. I am dedicated to an FSMB mantra that views challenge not as a threat but as an opportunity for enhancement of our national and international health care regulatory, assessment, education and delivery systems.

Janelle A. Rhyne, M.D., F.A.C.P. — North Carolina
Candidate for Board of Directors

I began my medical career as an Infectious Diseases/Internal Medicine physician in private practice at a coastal community more than 18 years ago. Since then, I have served my community both by my practice of medicine and by assuming leadership positions in my hospital, practice, and community. In the past, I served as chief of staff, chief of staff-elect and secretary of the medical staff at New Hanover Regional Medical Center. Additionally, I chaired the following: Credentials, Quality Review, Infection Control, Nominating, Pharmacy and Therapeutics committees. While on the New Hanover Regional Medical Center Board of Trustees, I served on the Executive, Quality Review, Strategic Planning and Public Affairs committees. I have been on the Chief Executive Officer Selection Committee on two different occasions for the hospital.

Earlier this year I left my private practice and started as the physician epidemiologist at the New Hanover County Health Department. I have been the medical consultant for the New Hanover County Health Department since 2002.

I was appointed to the North Carolina Medical Board in 2003 for a three-year term. I was re-appointed in 2006. Since joining the board, I have served on the Policy, Investigative, Disciplinary, Best Practices and Executive committees and chaired the Investigative and Disciplinary committees. In 2007, I was elected president after terms of service as president-elect, secretary, and treasurer.

My FSMB activities include the Finance Committee, Sexual Boundaries Workgroup and Emergency Preparedness Workgroup. I also was a speaker at the 2005 Annual Meeting session on Current Concepts in Physician Health.

My leadership experience includes service as chair of the Ethical and Judicial Affairs Committee of the North Carolina Medical Society; governor, president, vice president and secretary of the North Carolina Chapter of the American College of Physicians; president, president-elect, vice president and treasurer of the North Carolina Society of Internal Medicine; and president, president-elect, vice president and treasurer of the New Hanover-Pender County Medical Society.

To date, I have served on the boards of three charitable organizations: the New Hanover Regional Medical Center Foundation, Cape Fear Memorial Foundation, and the Kate B. Reynolds Charitable Trust-Healthcare Division Advisory Board. Currently, I am a member of the Governor’s Quality Initiative North Carolina.

I look forward to serving on the board of directors of the FSMB. My experience in medical regulation, quality medical care and leadership, coupled with my record of volunteerism and public service, will enable me to effectively function in further service focused on protection of the public.

Lance A. Talmage, M.D. — Ohio
Candidate for Board of Directors

I would like to request that my name be placed in nomination for the board of directors of the FSMB. I am a fellow of the FSMB and fulfill all requirements to run for this office.

I offer my experience in medical leadership gained through service with the Ohio State Medical Association, the American Medical Association, the American College of Obstetrics and Gynecology and the United States Army. In addition, I have experience in the private practice of medicine and in academic medical teaching. I have held positions of responsibility in all of these areas. I have been involved in ethics and professionalism committees, ethical debates, and teaching professionalism to physicians in training. I also have many years of experience with the fiscal issues faced by large member-based organizations.

My involvement in the medical regulatory community includes nine years as a member of the State Medical Board of Ohio. For the past four years, I have served as secretary of the medical board. In this capacity, I am responsible for working with the board’s supervising member to oversee the Ohio medical board’s investigatory and enforcement processes.

I became involved with the FSMB in 1999 when I was appointed to the State Medical Board of Ohio. I have attended every FSMB annual meeting since that time, and served as Ohio’s voting delegate in 2003. I was elected to the Editorial Committee in 2007 and to the FSMB Nominating Committee in 2004. I also was part of the Sexual Boundaries Workgroup that developed Addressing Sexual Boundaries: Guidelines for State Medical Boards, the policy statement adopted by the FSMB House of Delegates in 2006.

I believe I have the knowledge, experience and passion for professionalism and public protection that would make me a contributing member of the board of directors.

Jon Thomas, MD, MBA — Minnesota
Candidate for Board of Directors

I am Jon V. Thomas, M.D., M.B.A., of Vadnais Heights, Minn. I am a board-certified otolaryngologist/head and neck surgeon.

I earned a Bachelor of Arts in chemistry from Carleton College in Northfield, Minn. After graduating from Carleton, I spent the next nine years in Rochester where I earned a Doctor of Medicine from the Mayo Medical School, followed by residency training in the Department of Otolaryngology at the Mayo Graduate School of Medicine. In 1993 I moved to St. Paul to join a group of three otolaryngologists. We went through two mergers to become a group of 21 otolaryngologists, one of the largest in the country. I earned my Master of Business Administration in medical group management from the University of St. Thomas in St. Paul. I am currently appointed to the Minnesota Board of Medical Practice from the fourth congressional district and serving a second four-year term. I currently chair one of two Complaint Review committees.

Other than the Minnesota Board of Medical Practice, to which I belong, the FSMB is one of the few organizations that really appeared to champion patient safety. In 2002, I was appointed to the FSMB Finance Committee and served for three years. Serving on the committee provided me with an understanding of the importance the FSMB plays in protecting patients and ensuring the quality of care delivered. Because of my positive experiences on the Finance Committee, I want to continue to be a part of the FSMB. Today, health care is rapidly approaching a watershed. To stay at the forefront of patient safety and the quality movement, the FSMB will need motivated and energetic physician-leaders who understand the role and place of the FSMB and member medical boards in this environment.

Hedy Chang — California Medical
Candidate for Nominating Committee

I am a candidate for the FSMB’s Nominating Committee. I have served on the Medical Board of California since 2004, currently elected to the position of board secretary. I served as vice president of the Division of Licensing and am a member of various committees: Executive, Access to Care, Special Licensing Programs, Cultural and Linguistic Competency for Physicians, etc. In 2007, 1 served on the FSMB’s Program Committee.

Prior to my appointment to the Medical Board of California, I was elected to the Morgan Hill City Council and served as mayor pro-tem. In addition, I have been elected to the school board for the Morgan Hill Unified School District and have been involved in various state, regional and city issues.

In 2003, while a city council member, I co-founded the Morgan Hill Medical Foundation. In 1994, 1 was chosen Morgan Hill Woman of the Year; in 1992 School District Volunteer of the Year, Santa Clara County; and in 1997 City of Salinas Professional Woman of the Year. I am a dedicated public member, with a strong interest in the medical profession and the patients it serves. My energy, commitment and experience make me well-qualified for this position. I look forward to serving the membership on the FSMB Nominating Committee.

Arthur Hengerer — New York PMC
Candidate for Nominating Committee

I am a candidate seeking election to the FSMB Nominating Committee. I have spent my medical career as an Otolaryngologist in the northeast for six years in private practice and the last 27 years as the professor and chairman of the Department of Otolaryngology at the University of Rochester in New York. It is the result of my experience training residents and being involved with a large diverse faculty of a major medical center that I realized the importance of instilling strong ethical principles in those for whom I have had some influence. It was the result of those efforts that I became aware of the role of the Office of Professional Medical Conduct for the State of New York and found this offered a way to continue to channel my interest to educate physicians and protect the public when indicated.

My experiences in medicine have been extensive from a large clinical practice to running a medical school department with all the administrative responsibilities which that involves. I have served on or chaired committees within the medical center, as well as state and national positions in various professional societies. I have been elected or selected to serve as a member or chair of various nominating committees over the years and realize their importance in choosing the best candidates from the membership to perform the necessary leadership roles for the organizations.

In 2002, I was selected to serve as a member of the state’s Office of Professional Medical Conduct. Since then 1 have served on at least two panels per year and have learned the importance of the role this board serves for the state. Last year I was appointed to the Advisory Board for the Office and was recently appointed to the Planning Committee of the state board. Since joining the state board I have attended the FSMB Annual Meetings in 2005-2007. In 2007 1 was appointed to the FSMB Program Committee to organize the next national meeting in San Antonio, Texas. These activities have allowed me to observe the importance of this organization in the functions of licensure, protection of the public, potential areas in national disaster preparedness, plus educational and compliance issues now a focus in residency training.

It is this broad background and my enthusiasm to see that the standards of medicine which I have held strongly throughout my career, have led me to a desire to offer my time and services to the FSMB. In seeking this elected position I believe I can help identify others with the same commitment to be nominated to the board for their election.

Sujatha Kailas, MD, MBA — Wisconsin
Candidate for Nominating Committee

kailasI started my career in 1993 as a practicing gastroenterologist in Fond du Lac, Wisc., which is a small town, but has a big medical community as it serves many surrounding counties. I am part of a 100+ multi specialty clinic. I have been very active in our medical community and have served in many capacities and at different levels at various times.

I was secretary, vice president and the first female president of the Fond du Lac Medical Society from 1998 to 2000. In this role, I worked to unite the different physician groups within the community. We were physicians working as a group and were a chapter of the Wisconsin Medical Society.

I then was elected chair of the Department of Medicine at the hospital. The department consisted of about 50 members. During this time I developed an interest in the peer-review process and measuring as well as improving physician performance. This was followed by a four-year term as chief of staff at the hospital that has about 200 physicians. This improved my physician management skills and reinforced my interest in all aspects of quality improvement within the hospital. During this time we revamped our entire peer-review process and made it more educational rather than a punitive experience.

At this time I chair the Physician Improvement Committee at the hospital and served on the System-Wide Quality Council. The council monitors and improves the quality of care through out the system that consists of two hospitals, clinical lab, long-term facilities and many different clinics. I am also a member of the Credentialing Committee for the hospital. I also finished my M.B.A. during this time, which improved my people management skills and helped me to become more efficient and effective.

My work with the Wisconsin Medical Examining Board started June 2004. This has truly been a very satisfying experience of my professional career. Our board strongly believes in public protection as well as rehabilitation of physicians. To achieve the balance is not always easy, but I am proud to be part of a group of highly motivated and accomplished individuals that share the same purpose. Some decisions we made as a board were not easy, but patient safety comes first. I have come to respect the privilege I am given as a physician and realize the immensity of the trust patients have on physicians. While on the board I served on different committees and most recently worked on the development of a brochure and power point presentation. I also have been active with the USMLE program and serve on a panel that sets standards for USMLE testing.

I am active locally with other non-medical commitments. I serve on the board of Big Brothers and Big Sisters, Parents Council of my daughter’s school and St. Agnes Hospital Foundation. I had been a past member of Indus, an organization that promotes Indo-American friendship and goodwill. Our local newspaper recognized me in 2005 as one of 10 members in the community that have made a difference.

As can be seen I have the experience and the passion for improving physician performance and am an advocate for patient safety. I am contesting for a position on the Nominating Committee as I feel I have much to offer and can truly make a difference. I have the core competencies required for the position. I am willing and able to work and serve the FSMB.

Yasyn Lee, MD — Iowa
Candidate for Nominating Committee

After completing a psychiatry residency at University of Minnesota in June 1989, and a brief period of practice in Minnesota, I have been practicing in Iowa since 1992. I began my service to the Iowa Board of Medicine by completing peer reviews in the mid 1990s, thereafter I was appointed to the board’s voluntary diversion program for impaired physicians when it was first formed in March 1997. I was actively involved in the many decisions that are made when a new program is launched and was subsequently elected chair of the committee in 2000. When a vacancy on the Iowa Board of Medicine became available in November 2003, I resigned from the Iowa Physician Health Committee to be appointed to the board, and was subsequently elected chair of that board in May 2006.

My participation in the regulation and licensure of physicians has evolved from casual interest to active involvement in improving the quality of health care through policy and regulation. Last year, when the Iowa board reviewed its policy on telemedicine, we realized that this was an issue best addressed on a national level and introduced a resolution to FSMB’s House of Delegates, which was subsequently passed. I volunteered and was appointed to the Test Material Development Committee of the USMLE this fall. I recognize and support the opportunities that the FSMB has to lead state medical boards in all of its core values and goals.

At our state medical board level, I was involved in our board’s efforts to improve the efficiency and quality of our peer review process. We have significantly decreased the time needed to complete peer review and improved the quality of the peer review reports. The Iowa board also continues to develop a pain policy statement utilizing the FSMB’s resources. I recognize that the delivery of high quality health care to my patients occurs not just on an individual patient basis, but also more broadly through my service to the state medical board and potentially at the FSMB level.

I have attended the Annual Meeting for the past two years, last year as the Iowa board’s voting delegate and participated in all sessions. I believe that I can effectively and diligently carry out the tasks of the Nominating Committee. I am an attentive and discriminating listener, able to discern those candidates best able to bring valuable talents and perspectives to the FSMB. If honored with election to the Nominating Committee, I will devote the time and resources necessary to complete my committee appointment.

Susan Johnson, MD, MS — Iowa
Candidate for Editorial Committee

I earned my Bachelor of Science, Doctor of Medicine and Master of Science in Preventive Medicine and Environmental Health from the University of Iowa. I completed my residency training in obstetrics and gynecology at the University of Iowa Hospitals and Clinics and then joined the faculty of that Department of Obstetrics and Gynecology, where I am now a professor.

In 1999, I received a secondary appointment in the Department of Epidemiology in the College of Public Health. I served as the associate dean for Faculty Affairs in the Carver College of Medicine from 1994 to 2003, and since 2005, served as associate provost for faculty for the University of Iowa.

My clinical and research interests are in the areas of menopausal health issues, particularly the use of hormones and other drugs for prevention in post menopausal women and premenstrual syndromes.

I have been active on the state and national level in the licensing and credentialing of physicians. I have served on a variety of committees for the National Board of Medical Examiners and currently serve as a member of the NMBE Executive Board, as well as treasurer.

I served on the Iowa Board of Medicine from 2000 through 2007, in addition to serving on several FSMB committees. I currently chair of the PLAS Governing Committee and I am completing my first term on the FSMB Journal of Medical Licensure and Discipline Editorial Committee.

I have experience as an author (100 publications) and as an editorial board member for three other publications. The Journal is currently undergoing a transition to become a higher quality, nationally utilized resource. I have enjoyed participating in this change process during my first term on the Editorial Committee and I think I can continue to contribute over another term. It would be an honor to be re-elected.
