FSMB Announces 2020-2021 Award Recipients

Annual awards recognize distinguished service to medical regulation

WASHINGTON, D.C. (April 30, 2021) The Federation of State Medical Boards (FSMB) has announced the recipients of its annual awards, which were presented during its virtual Annual Meeting on Thursday, April 29. Each year, the awards recognize outstanding leadership and service to the field of medical regulation.

The FSMB cancelled its in-person Annual Meeting in 2020, due to the pandemic, and is holding this year’s meeting online. Recipients of both the 2020 awards and the 2021 awards were recognized during this year’s meeting. A full recording recognizing each awardee is available here.

The Distinguished Service Award
The Distinguished Service Award recognizes the highest level of service, commitment and contribution to the FSMB; the advancement of the profession of medical licensure and discipline; and the strengthening and enhancement of public protection.

The 2020 recipients are:

  • Boyd R. Buser, DO, FACOFP, American Osteopathic Association
  • Thomas J. Nasca, MD, MACP, Accreditation Council for Graduate Medical Education
  • Stephen C. Shannon, DO, MPH, American Association of Colleges of Osteopathic Medicine
  • Kathleen Haley, JD, Oregon Medical Board

The 2021 recipient is:
Donald H. Polk, DO, Federation of State Medical Boards

The John H. Clark, MD Leadership Award
The John H. Clark, MD Leadership Award recognizes outstanding and exemplary leadership, commitment and contribution in advancing the public good at the state medical board level.

The 2020 recipients are:

  • Randel C. Gibson, DO, Kentucky Board of Medical Licensure
  • Maroulla S. Gleaton, MD, Maine Board of Licensure in Medicine
  • Candace Lapidus Sloane, MD, Massachusetts Board of Registration in Medicine

The 2021 recipients are:

  • George M. Abraham, MD, MPH, Massachusetts Board of Registration in Medicine
  • Keith E. Loiselle, Pennsylvania State Board of Medicine
  • Kevin Paul O’Connor, MD, Virginia Board of Medicine

The Award of Merit
The Award of Merit recognizes individuals who have positively impacted and strengthened the profession of medical licensure and discipline and helped enhance public protection.

The 2020 recipients are:

  • Scott G. Kirby, MD, North Carolina Medical Board
  • Timothy E. Terranova, Maine Board of Licensure in Medicine

The 2021 recipients are:

  • Anne K. Lawler, JD, RN, Idaho State Board of Medicine
  • Ernest E. Miller, Jr., DO, West Virginia Board of Osteopathic Medicine

The Journal of Medical Regulation Awards
The FSMB’s quarterly publication, the Journal of Medical Regulation, chronicles the emerging trends and developments that shape medical regulation. Two awards honor outstanding contributions to the Journal.

The FSMB Award for Excellence in Editorial Writing recognizes outstanding commentaries addressing issues of importance to the Federation of State Medical Boards and its members.

The 2020 recipients are:

  • Eleni Anagnostiadis, RPh, MPM, U.S. Food and Drug Administration
  • Sangeeta V. Chatterjee, PharmD , U.S. Food and Drug Administration

No recipient was named for this award in 2021. 

The Ray L. Casterline Award for Excellence in Writing recognizes outstanding scholarly articles exploring issues of relevance to the state medical board community and the practice of medical regulation.

The 2020 recipient is:

  • Christine Moutier, MD, American Foundation for Suicide Prevention 

The 2021 recipient is:

  • Christine D. Shiffer, MBA, Educational Commission for Foreign Medical Graduates
