I have been involved in medical regulation since 2001, when I was appointed to the Delaware Board of Medical Practice. Subsequently, I was elected vice president from 2006-2008 and president from 2008-2009. I believe that we have a responsibility of protecting the public as well as assuring and improving the quality of health care.
Since I attended my first Federation of State Medical Boards meeting in San Diego in 2002, I have wanted to become more involved in the organization. It has been an honor and a privilege to serve on my state licensing board. I have been fortunate to serve on the FSMB’s Nominating Committee (2005-2007), the FSMB Board of Directors (2009-2012), and I currently serve as the FSMB Treasurer. I have been a member of the FSMB Executive Committee for the past 2 years, United States Medical Licensing Examination (USMLE) Step 3 Committee, Accreditation Council for Continuing Medical Education Board of Directors (ACCME), FSMB Governance and Planning Committees.
I graduated from Jefferson Medical College and completed my residency in Family Medicine at the Eastern Virginia School of Medicine – Ghent Family Practice. I am a practicing Board-certified family physician. I am committed to promoting and maintaining high standards of performance and a commitment to continuous quality improvement. I completed a Master of Business Administration degree in 2002. I would like to utilize my clinical and business knowledge to further meet the challenges of the FSMB.
I would very much like to use my experiences to look out for the best interests of the FSMB and its state member boards. You will find me accessible and interested in all viewpoints. My willingness to listen and to work within the FSMB’s structure will allow me to be an effective Chair. The FSMB defines its Mission and Vision by stating its Core Values and Goals. Key words throughout those statements are LEADERSHIP, SERVICE, and EXCELLENCE. As a member of the FSMB Board of Directors my mission and vision has been to provide LEADERSHIP through SERVICE with EXCELLENCE. As a candidate for Chair-elect of the FSMB that will continue to be my mission and vision.
My medical career is that of service, as a Family Physician, to my patients and community in a small rural town in South Central Tennessee.
Service to our country has been a major part of my career, having served 28 years in the Tennessee Army National Guard. Commissioned as Captain – Medical Corp., I provided hands on care to our soldiers. My appointment as State Surgeon allowed me to provide leadership and service throughout our entire state. Following graduation from the US Army War College, I was promoted to Brigadier General and was appointed Deputy STARC Commander. It was my honor to be awarded the LEGION OF MERIT.
Leadership through service in medical organizations has given me the opportunity to participate in the strategic environment of health care planning. I am an active member of the Tennessee Osteopathic Medical Association and Tennessee Academy of Family Physicians. Serving on committees and in elective leadership positions prepared me to serve as President of these state physician organizations. Serving as Delegate to the AOA and AAFP provided interaction at the national level.
Service in medical licensure began with my appointment to the Tennessee Board of Osteopathic Examination in 1996. I continue to serve on that Board and have held the positions of Secretary and Vice-President. Serving on the Tennessee Controlled Substance Database Advisory Committee we developed our state Controlled Substance Monitoring and Tracking System.
Involvement with the FSMB began when I was selected as the Tennessee DO Board Delegate in 1997 and from 2006 – present. I have served on the Emergency Preparedness Workgroup, Bylaws Committee, Chair of Reference Committee at the 2009 FSMB Annual Meeting, Readiness and Response Workgroup, and the FSMB/ Uniformed Services Workgroup.
Three years ago I asked for your support and was elected to the FSMB Board of Directors. This has been three years of tremendous work, growth, and involvement in representing and supporting state medical boards. Appointment and service on the Governance, Investment, Finance, and Compensation Committees of the FSMB Board have given me a broad based knowledge and perspective of our organization. It was my honor this year to be selected by my fellow Board of Directors to serve on the Executive Committee.
LEADERSHIP through SERVICE with EXCELLENCE will continue to be my mission and vision as I submit my nomination for Chair-elect of the FSMB. Entrepreneurship: built the largest urgent care company in the state of Michigan providing clinical care to nearly 100,000 patients every year in five counties.
I am a candidate for Board of Directors. I have practiced urgent care medicine since 1998 in Southeast Michigan. Initially starting with one urgent care center and over the course of 14 years I have built this practice to 10 centers now running in 5 counties.
I have volunteered for over 10 years at St. Vincent Department Health Center taking care of indigent patients.
In January 2012 I was appointed by Governor Rick Snyder to Board of Medicine and in March 2012 to the Advisory Committee on Controlled Substance.
My passion is in the area of legislative and advocacy. I have served on the Board of Michigan State Medical Society on the Legislative & Regulating Subcommittee for 8 years and as Chair of MDPAC for State of Michigan.

As a young Boy Scout, I learned the importance of having before me at all times the equivalent of a standard, the hiking staff a Scout holds before him to guide his way on hiking trails, uphill or downhill, treacherous or easy. I feel that professionalism should be the standard we all carry before us in medicine. I wish to carry that standard within the FSMB.
Commitment to professionalism is acknowledgment of the honor and responsibility we have as medical practitioners. It is unequivocal and enduring. My medical, health career began at the University of Michigan Medical Center involved in a profession advancing the standards essential for diagnostic testing as a staff member in Pediatric Hematology. I became the Section Head of Laboratory Medicine at Children’s Hospital of Michigan and Founder, President of Health Care Management Development Center an institution devoted to improving laboratory medicine providing professional, administrative, management consultation in medical laboratory practice, POL’s, POCT, regulatory compliance state and federal regulation, Health and Human Services and patient safety.
As a longtime active member of the medical/clinical laboratory community, I have served in various leadership positions that include: Chair ASCLS Consultant Forum Scientific Assembly, authored the Consultant Body of Knowledge, a member of the AMT Certification Board, CLSI Advisor on Point of Care and Hemostasis Testing, developing consensus guidelines to improve patient care and safety, and President of MSCLS.
My experiences with regulation and professional licensure began in 1997as a member of the AMT Certification Board, ASCP and ASCLS licensure efforts. I am an advocate of the value of licensure, regulation, health policy and patient safety. I testified to the legislature, to Blue Cross Blue Shield and on the Commission on Patient Safety. Contributing author of “Call to Action to Make Health Care System in Michigan Safe”, leading to the passage of Patient Safety Legislation that became Michigan Public Health Code 119- 04.
I was appointed to the Michigan Board of Medicine in 2005, served on the Disciplinary Sub committee, Chaired the Nomination Sub Committee, Chaired the Investigation and Allegation Committee for two terms. I have been a member of the New York State Office of Professional Medical Conduct from 1991 to date. When I was asked to serve on the Administrative Review Board for Public Safety and Physician Discipline in 2003, I enthusiastically accepted. My vast experience in maintaining the highest standards of medical practice has been invaluable as I continue to serve on this prestigious board.

Service on the Board of Medical Examiners of the State of Tennessee has given me the opportunity to broaden my perspective, heightened my insight into the practice of medicine, and reinforced my recognition of the need for medical regulation. I have worked with some of the best physicians I have ever known during my appointment and reappointment to the TN BME. I embrace the added responsibilities as the Board President and truly enjoy the challenges this leadership role provides as I work with my fellow board members, our executive team, and the Tennessee Commissioner of Health.
As the voting representative from the TN BME to the FSMB House of Delegates since 2009, I have come to know many of you and comprehend the importance of the voice and actions of our FSMB on the state and national level. This type of advocacy and degree of influence is not apparent to the average physician whose focus is on patient care and daily duties. I have been fortunate to be a member of the FSMB Bylaws Committee for the past two years giving me insight into the structure and administration of our federation. The FSMB is entering into a new century with dedicated and skilled administrative staff providing a solid foundation from which the elected leadership works to fulfill the FSMB’s mission in national and international arenas. The example given by the elected leaders of the FSMB, as well as its recent past chairs, has inspired me to seek election to the Board.
I have been active in the American Academy of Dermatology working to help organize state societies, reviewing proposed federal legislation while on the Congressional Policy Committee, and have been engaged in advocacy related to the practice of medicine. I served a two-year term as chairman of SkinPAC, the federal political action committee of the American Academy of Dermatology Association. The term as chairman of SkinPAC, which ended in December 2010, corresponds to the congressional election cycle. This experience has given me appreciation of the importance of the FSMB Washington office and direct interaction with members of the US Congress.

As an immigrant at an early age to this country, I have always had an interest in the institutions of civil society that support our self governance. I have been raised with a sense of awe for the depth of these institutions and the role they play in democratic self determination. Although medicine was my first calling, political science, history, law, and government were always of interest to me. My involvement with organized medicine began in medical school with our local AMA chapter and continued as a practicing physician by serving as the president of our local county medical society. While serving in our local society I was honored to be asked to serve on our state medical board which I have done since 2010. Serving on the board has allowed me a welcome diversion from the banalities of daily clinical practice but, more importantly, it has allowed me to fulfill my desire to serve the community which has allowed for my success. It is this sense of service, along with a desire to better my profession and community, which has brought me to seek the FSMB Nominating Committee position.

In 2008-2009 I served as President of the Florida Osteopathic Medical Association. I had challenges ahead of me. During this time Florida had the “pill mill crisis”. Emails crossed my desk with local doctors asking me what the President of the FOMA is going to do. I realized nothing happens in our state unless it is a legislative action. The pill mill crisis had to be handled with legislative changes in the pain clinic registration, termination of controlled substances office dispensing, inspection of pain clinic, etc. Now at the Board of Osteopathic Medicine rules are written and disciplines are rendered all within statues passed by legislation, bearing in mind legislative intent. I get to see the entire process and remain involved.
I completed the health policy fellowship (HPF) through Ohio University/NYIT at the same time I was President of FOMA. I learned how to analyze health policy in terms of cost, access and quality to patient care. Think of unintended consequences and reach for the high ground. I also learned nothing happens in our state until all the stakeholders can agree with the issues at hand. As I look back at life’s challenges I learned how to better analyze them with this training.
Continuing my involvement with the FSMB to achieve the goal of improving health care quality and thus improving the public well being and safety will be a great opportunity for me to use my skills at the national level. With my health policy fellowship training I will strive to achieve that the processes remain balanced and equitable by using the values learned in the HPF. The Nominating Committee is a perfect slot for me to start my involvement as I can spot and engage other talented individuals to get on board. I look forward to the rewarding challenges facing the FSMB and in creating a positive change in medicine. I humbly ask for your support.
