USMLE STEP 3 EXAM ELIGIBILITY REQUIREMENTS

Post Graduate Training US and Canadian Candidates	Must have completed one (1) year, or be in first year completing nine (9) months of post-graduate training in an ACGME, AOA, CCFP or RCPSC approved program prior to applying.
Post Graduate Training International Candidates	Only medical schools listed on the Medical Schools Recognized by the Medical Board of California (MSRMBC), must have completed one (1) year, or be in the first year completing nine (9) months of post graduate training in an ACGME approved program prior to applying, see exception for schools below.
Attempt Limit	If never been licensed and who failed the USMLE Step 3 a total of three (3) times anywhere after January 1, 1994 are required to submit documentation of one additional year of Board approved training, none of which was conducted prior to the last failure.
Time Limit	Limited to seven (7) years to pass Steps 1, 2, and 3 commencing on the date of passing either Step 1 or 2, whichever occurred first. MD/PhD or DO/PhD program must pass Steps 1, 2 and 3 within a nine (9) year period.

Important Notes

Graduates of schools outside of the United States or Canada and whose school is not on the listing at MSRMBC must have completed three years, completing thirty-three (33) months of post-graduate training in an ACGME approved program prior to applying.
If applicable, a notarized copy of the PhD diploma must be submitted.
All graduates of foreign medical schools must provide an Attestation of Medical Training Form from a program of education in the art and science of medicine leading to a medical doctor degree or the medical doctor equivalent. This program must include a minimum of two years of pre-medical training, at least 130 weeks of instruction, and which are listed on the MSRMBC.

Eligibility Requirements/Cancellation Policy
If it is determined that you do not meet eligibility requirements at the time your application is received, or you decide to cancel your registration prior to approval, or your application is not complete by the published deadline date, your registration will be cancelled and a portion of the application fee withheld. The USMLE Step 3 fee is non-refundable and non-transferable from one eligibility period to another or from one application to another.
