Important Notes
Before the NY board will approve an applicant to sit the USMLE Step 3, the NY licensure application and licensure fees (in addition to the Step 3 fees) must be on file and all professional and pre-professional education must be verified by the board. See additional instruction below.
Licensure Application: A completed licensure application and fee must be submitted to the New York State Education Department by July 1, 2013. NOTE: Before the Board will approve an applicant to sit the USMLE Step 3, the licensure application and fee must be on file and all professional and pre-professional education verified by the NYSED.
If you did not graduate from an LCME-accredited or New York State registered medical school program, you may wish to apply for New York State licensure and receive confirmation that your educational preparation meets New York State requirements before applying to the Federation of State Medical Boards to take USMLE Step 3. Otherwise, if you apply to take USMLE Step 3 and are found ineligible you would only be able to receive a partial refund of the examination fee.

Eligibility Requirements/Cancellation Policy
If it is determined that you do not meet eligibility requirements at the time your application is received, or you decide to cancel your registration prior to approval, or your application is not complete by the published deadline date, your registration will be cancelled and a portion of the application fee withheld. The USMLE Step 3 fee is non-refundable and non-transferable from one eligibility period to another or from one application to another.
