USMLE STEP 3 EXAM ELIGIBILITY REQUIREMENTS

Oregon

Post Graduate Training
US and Canadian Candidates

Must be currently enrolled in post-graduate training at an ACGME, CMA, CFPC, or RCPSC approved school, or have completed one (1) year of post-graduate training, prior to applying, (unless waived by the Oregon Board for physicians practicing in Oregon under a limited license medical faculty).

Post Graduate Training
International Candidates

Must be currently enrolled in post-graduate training at an ACGME, CMA, CFPC, or RCPSC approved school, or have completed one (1) year of post-graduate training, prior to applying, (unless waived by the Oregon Board for physicians practicing in Oregon under a limited license medical faculty).

Attempt Limit

Four (4) attempts to pass Step 3. Exceptions - see Important notes below

Time Limit

Must pass USMLE Steps 1, 2 and 3 within seven (7) years of passing the first examination. Exceptions - see Important Notes below

Important Notes

  • After third failed attempt, applicant must complete one (1) year of Board approved post-graduate training before taking Step 3 for the fourth time. If Step 3 is failed on the fourth attempt or the applicant does not complete a year of post-graduate training between third and fourth attempt, the applicant is not eligible for licensure. However the applicant may request a waiver of the attempt limit if the applicant has passed Step 3, but not within the four attempts, and has current certification by a specialty board recognized by the American Board of Medical Specialties or the American Osteopathic Association's Bureau of Osteopathic Specialists.
  • The Board may consider exceptions to the seven-year limit for applicants who:
    • participated in a combined MD/DO/PhD program;
    • suffered from a documented significant health condition which by its severity would necessarily cause a delay to the applicant's medical or osteopathic study;
      • has current certification by the American Board of Medical Specialties or the American Osteopathic Association's Bureau of Osteopathic Specialists; or
      • completed continuous post-graduate training with the equivalent number of years to an MD/DO/PhD program. Dual degree candidates must submit a notarized copy of their PhD diploma with the Step 3 application.

Eligibility Requirements/Cancellation Policy
If it is determined that you do not meet eligibility requirements at the time your application is received, or you decide to cancel your registration prior to approval, or your application is not complete by the published deadline date, your registration will be cancelled and a portion of the application fee withheld. The USMLE Step 3 fee is non-refundable and non-transferable from one eligibility period to another or from one application to another.
