FSMB Welcomes Carolyn Mullen as Senior Vice President of Government Affairs

WASHINGTON, D.C. (June 2, 2026) — The Federation of State Medical Boards (FSMB) today announced that Carolyn Mullen has joined the organization as Senior Vice President of Government Affairs.

Mullen brings more than 20 years of experience in healthcare policy, government affairs, and advocacy. Most recently, she served as Senior Vice President of Government Affairs and Public Relations at the Association of State and Territorial Health Officials (ASTHO), where she advanced policy, advocacy, and communications initiatives on behalf of state and territorial health agencies nationwide.

As Senior Vice President of Government Affairs, Mullen will guide FSMB’s legislative and regulatory agenda, strengthen engagement with Congress and federal agencies, support advocacy efforts on behalf of state medical boards, and help advance policies that promote effective medical regulation and high-quality patient care.

“Carolyn is a highly respected leader with deep expertise in healthcare policy, advocacy, and regulatory affairs,” said Joe Knickrehm, Chief Public Affairs Officer at FSMB. “Her leadership will enhance FSMB's ability to advocate for the needs and priorities of state medical boards, elevate their voice in policy discussions, and support their critical mission of protecting patients and strengthening medical regulation. Mullen has served in several leadership capacities, including as the Coalition for Health Funding board president from 2020-2022, an elected member of the Friends of the National Center on Birth Defects and Developmental Disabilities executive committee, and a member of the National Birth Defects Prevention Network annual conference planning committee. She is a graduate of Villanova University.
