Todd A. Phillips, MBA

Todd Phillips is the Chief Financial Officer (CFO) of the Federation of State Medical Boards. Serving as CFO since 2010, Mr. Phillips is responsible for overseeing all aspects of FSMB’s financial, accounting, and human resources activities and initiatives.

Prior to his role at FSMB, Mr. Phillips served as CFO and Chief Administrative Officer of Emergency Medicine Consultants (EMC), a regional provider of emergency medicine services to hospitals and health systems in the Dallas/Fort Worth area. Mr. Phillips graduated from Texas Tech University with an undergraduate degree in Accounting in 1989 and returned to Tech to complete his MBA with a concentration in Health Organization Management (HOM) in 1991.
