Federation of State Medical Boards Elects New Officers and Board Members

Jeffrey D. Carter, MD, assumes position as Chair; Katie L. Templeton, JD, elected as Chair-elect

WASHINGTON, D.C. (May 11, 2023) – The Federation of State Medical Boards (FSMB) House of Delegates elected new officers and board members during its 111th  annual business meeting in Minneapolis, Minnesota. The following individuals were elected to serve on the FSMB Board of Directors: 

Jeffrey D. Carter, MD (Missouri) assumed the role of Chair of the FSMB for a one-year term. Dr. Carter has been a member of the FSMB Board of Directors since 2017 and previously served on FSMB’s Nominating Committee and as Chair of FSMB’s Workgroup on Diversity, Equity and Inclusion in Medical Regulation and Patient Care. Dr. Carter currently serves on the Missouri Board of Registration for the Healing Arts and was twice elected as its President. He is a board-certified anesthesiologist practicing in St. Louis, Missouri.

Katie L. Templeton, JD (Oklahoma Osteopathic) was elected to serve as Chair-elect. Ms. Templeton has been a Public Member on the Oklahoma State Board of Osteopathic Examiners for nine years and has served as its President. Ms. Templeton has also served Oklahoma by being appointed to serve on the Oklahoma Opioid Task Force to combat the opioid crisis in her state. Ms. Templeton has been involved with a number of FSMB committees, including serving as Chair of the FSMB Ethics and Professionalism Committee and the Bylaws Committee.

George Abraham, MD, MACP (Massachusetts) was elected to a three-year term after serving a one-year term on the FSMB Board of Directors. Dr. Abraham has served on many FSMB committees and workgroups, including the Workgroup on Opioid and Addiction Treatment. Dr. Abraham is the Immediate-Past Chair of the Massachusetts Board of Registration in Medicine, as well as Immediate-Past President of the American College of Physicians. He is a Professor of Medicine at the University of Massachusetts Medical School and Chief of Medicine at Saint Vincent Hospital in Worcester, Massachusetts.

Christy Valentine Theard, MD, MBA (Louisiana) was elected to a three-year term on the FSMB Board of Directors. Dr. Valentine Theard has served on a number of FSMB committees, including the Ethics and Professionalism Committee and Governance Committee. Dr. Valentine Theard served two four-year terms on the Louisiana State Board of Medical Examiners where she held the positions of President, Vice President, and Secretary-Treasurer. Dr. Valentine Theard is President and CEO of Healthy Blue Louisiana.


Sherif Z. Zaafran, MD (Texas) was elected to a three-year term on the FSMB Board of Directors. Dr. Zaafran has served on numerous FSMB committees and workgroups, including the Workgroup on Opioid and Addiction Treatment, the Education Committee, which he chaired, and the Workgroup on Emergency Preparedness and Response. Dr. Zaafran was appointed as President of the Texas Medical Board in 2017. On the national level, Dr. Zaafran serves on the U.S. Department of Health and Human Services Interagency Pain Management Taskforce. He is a practicing anesthesiologist in Houston, Texas. 

Additionally, the following individuals were elected to two-year terms on the FSMB Nominating Committee:  

  • Shami Goyal, MD – Illinois State Medical Board
  • Mavis Matthew, MD – Virgin Islands Board of Medical Examiners
  • Danny Takinishi, Jr., MD – Hawaii Medical Board
