Executive Staff Bios
Humayun J. Chaudhry, DO, MACP
Dr. Chaudhry is President and CEO of the Federation of State Medical Boards. A graduate of NYU, NYIT College of Osteopathic Medicine (NYITCOM) and Harvard TH Chan School of Public Health, Dr. Chaudhry did a rotating internship at St. Barnabas Hospital, New York, followed by an ACGME-accredited Internal Medicine residency at NYU Langone-Long Island Hospital, where he served a year as Chief Medical Resident. He is a Past President of the American College of Osteopathic Internists (ACOI).
Dr. Chaudhry served as a DME at Long Beach Medical Center, New York, and as Chair of the Department of Medicine and Assistant Dean for Pre-Clinical Education at NYITCOM. He rose to the rank of Major in the U.S. Air Force Reserves, where he was a Flight Surgeon. He served as Health Commissioner for New York’s Suffolk County from 2007-2009 and is the author or co-author of over 80 peer-reviewed articles and co-author of two books. From 2016-2018, he was Chair of the International Association of Medical Regulatory Authorities. In 2022, he was listed by Modern Healthcare as one of the 100 Most Influential People in Healthcare.
Andrea L. Ciccone, JD
Andrea L. Ciccone, JD is the Chief of Staff at the Federation of State Medical Boards (FSMB). In this role, she supports the CEO, the Executive Team, and the FSMB’s Board of Directors to ensure that FSMB remains focused and aligned with its vision and mission to support our nation’s state and territorial medical boards. Ms. Ciccone oversees the Member Services, Meetings & Travel, and Leadership Services departments.
Prior to joining the FSMB, Ms. Ciccone was the Senior Vice President for Certifying Board Services (CBS) at the American Osteopathic Association (AOA) where she served as the business leader for all board certification programs. Before joining the AOA, her experience includes over 20 years at NBME, serving in various senior policy and strategy roles. She earned a Master of Science degree in Health Administration from St. Joseph’s University in Philadelphia, PA and a Juris Doctor degree from Widener University in Wilmington, DE.
Joe Knickrehm
Mr. Knickrehm serves as FSMB’s Chief Public Affairs Officer. In his role, Mr. Knickrehm is responsible for directing the Washington, DC office and leading an integrated communications and advocacy portfolio that advances FSMB’s mission. He supports individual state boards in their day-to-day interactions with members of the media and works to promote the value of state-based medical regulation to members of the public, the press, and policymakers.
Before joining FSMB, Mr. Knickrehm served in various communications roles on Congressional campaigns and in the U.S. Congress. He most recently served as Press Secretary to former Congressman Steve Israel (NY-03), the fourth highest ranking Democrat in the U.S. House of Representatives. Mr. Knickrehm earned his bachelor’s degree in public relations and marketing from the University of Northern Iowa.
Todd A. Phillips, MBA
Todd Phillips is the Chief Financial Officer (CFO) of the Federation of State Medical Boards. Serving as CFO since 2010, Mr. Phillips is responsible for overseeing all aspects of FSMB’s financial, accounting, and human resources activities and initiatives.
Prior to his role at FSMB, Mr. Phillips served as CFO and Chief Administrative Officer of Emergency Medicine Consultants (EMC), a regional provider of emergency medicine services to hospitals and health systems in the Dallas/Fort Worth area. Mr. Phillips graduated from Texas Tech University with an undergraduate degree in Accounting in 1989 and returned to Tech to complete his MBA with a concentration in Health Organization Management (HOM) in 1991.
Mark L. Staz, MA
Mark Staz is the Chief Learning Officer at the Federation of State Medical Boards (FSMB). In this role, he is responsible for overseeing educational programming and initiatives, developing organizational policy related to medical regulation, and supporting FSMB’s work in Ethics and Professionalism.
Mr. Staz also supports FSMB’s international collaborations with medical regulators outside the U.S., including its involvement in the International Association of Medical Regulatory Authorities (IAMRA). Mr. Staz has worked in medical regulation in Canada and has been involved in several policy and research initiatives addressing human resources for health, social determinants of health, and physician performance enhancement. He received his B.A. with Honors from McMaster University and his master’s degree in philosophy at York University.
